Alternative to CRN Registrations
Saskatchewan has an option for owners of pressure equipment to register a data report in lieu of obtaining a Canadian Registration Number (CRN) for Saskatchewan. However, there are many restrictions on using the alternative to a CRN process.
Please refer to the Alternative to CRN Registration flowchart for the registration process.
For used pressure equipment, please refer to the additional requirements in IP-2013-07-001 Requirements For The Acceptance Of Used Pressure Vessels For Use Within The Province Of Saskatchewan.
Boilers and pressure vessels do not qualify for the alternative to CRN registration process if the:
- Boiler or pressure vessel was manufactured before January 1, 1997;
- Pressure vessel was manufactured in accordance with ASME Section VIII Division 2 or Division 3;
- Pressure vessel was designed with limited cycles of service in accordance with ASME Section VIII Division 1;
- Pressure vessel is fabricated from cold-stretched, austenitic stainless manufactured in accordance with ASME Section VIII Division 1 2013 or later (Appendix 44) or Code Case 2596 of earlier editions;
- Volume of the pressure vessel exceeds 37,370 litres in capacity and is installed in a horizontal position on two saddle supports;
- Pressure vessel is designed for pressures exceeding 3000 psig and manufactured in accordance with ASME Section VIII Division 1;
- Pressure vessel has any pressure part designed per paragraph U-2 (g) of ASME Section VIII Division 1;
- Boiler is rated for over 10,000 kW and is manufactured in accordance with ASME Section I;
- Boiler blowoff vessel is less than 457 mm (18 in) in diameter; OR
- Data report for the item is only a partial data report.
Please note that the Alternative to a CRN (data report) registration option may be granted to a Miniature Pressure Vessel if it is registered with the National Board (with the NB number specified on the MDR and nameplate) and/or has a CRN from the Canadian Jurisdiction of manufacture.
To Apply for an Alternative to a CRN Registration:
- Complete the Application for Alternative to CRN Registration form for each item that has a unique manufacturer's serial number;
- Include the Manufacturer's Data Report;
- Provide payment for the applicable fee per item; and
- Ensure the boiler or pressure vessel qualifies for the alternative to CRN registration option under one of the two categories below:
- ASME Code Shop Fabrication
- To qualify for this alternative to a CRN registration, the boiler or pressure vessel must meet the following 5 requirements:
- Be constructed in strict compliance with the administrative and technical rules of the appropriate section of the ASME code; AND
- Be stamped in accordance with the ASME code with the applicable code symbol stamp; AND
- Be registered with the National Board of Boiler and Pressure Vessel Inspectors (NBBI) and have a National Board number; AND
- Have the NBBI registration number recorded on the data report required by the ASME code; AND
- Have the NBBI registration number stamped on the nameplate of the boiler or pressure vessel.
- CSA B51 Code Shop Fabrication
- To qualify for this alternative to a CRN registration, the boiler or pressure vessel must meet the following 5 requirements:
- Be constructed in a province or territory of Canada, other than Saskatchewan, in compliance with the administrative and technical rules of the appropriate section of the CSA B51 code; AND
- Have a Canadian Registration Number (CRN) issued by the boiler and pressure vessel authority of the province or territory in which it is constructed; AND
- Be inspected during construction by an inspector employed by the boiler and pressure vessel authority of the province in which the boiler or pressure vessel is constructed; AND
- Have the CRN recorded on the data report as required by the CSA B51 code; AND
- Have the CRN stamped on the nameplate of the boiler or pressure vessel.
Before a boiler or pressure vessel using an alternative to CRN registration process is installed, the owner must submit the data report for registration to TSASK Codes & Standards by applying online. Owners must familiarize themselves with this process before submitting the data report for registration
TSASK reserves the right to require additional information to verify that the boiler or pressure vessel satisfies the requirements of this alternative process.
