Quality Control Programs

A Quality Control Program (QCP) is a system of procedures that define how a company or individual accomplishes the construction, installation, alteration and repair of boiler and pressure vessel systems in accordance with the Boiler and Pressure Vessel Regulations set out by the Government of Saskatchewan.

Anyone who intends to construct, install, alter or repair a boiler and pressure vessel system must:

  1. Develop and implement a written QCP manual that is appropriate for the scope of the work to be carried out and meets the requirements of applicable codes and standards;
  2. Register the QCP manual with TSASK;
  3. Hold a valid contractor’s licence issued by TSASK;
  4. Carry out the construction, installation, alteration or repair in accordance with the registered QCP manual.

Other provinces use different terms for our Quality Control Program. In Alberta it is called a QMS, in Ontario it is called a non-nuclear Quality Program.

Registration

To submit or resubmit your QCP manual for registration complete the Application for Quality Control Program Review and Contractor's Licence form.

The registration process consists of a manual review and audit. The audit will take place in a six month timeframe following completion of the manual review. If the audit is not completed within six months a new application and payment will be required. Any period of inactivity or failure to comply within the 6 month timeframe will result in the application being cancelled.

Once your QCP has been reviewed and approved by the Chief Inspector, TSASK will issue a Certificate of Registration and a contractor's licence which is valid for three years after the date of issue. You will need to resubmit your manual for registration 6 months prior to its expiration to obtain a new, valid Certification of Registration and contractor's licence. 

TSASK may issue a contractor licence to contractors who hold a valid gas contractor's licence issued pursuant to The Gas Licensing Act. Those contractor licences are limited to the installation of low pressure boilers and associated equipment with thermal inputs restricted to those limits of the authority conferred by the licence issued under The Gas Licensing Act. Revision

To submit a revision to your QCP manual complete the Application for Quality Control Program Revision form.

Extension

The Quality Control Program registration extension is intended only if your QCP is still valid or set to expire soon and a renewal application has been submitted.
