Overview
An Elevating Device Mechanic (EDM) or Elevating Device Mechanic-in-Training (MIT) Skills Passport is being introduced as a means of demonstrating the skills, competency, and experience an individual acquires in several key areas within the elevating device industry. Along with the Skills Passport, EDM Certification & Licensing ensures Elevating Device Technicians have the knowledge, skills and abilities to perform elevating device work to better manage safety outcomes.
Enforcement of the Skills Passport will begin on September 1st, 2025. After this time no EDM nor MIT shall perform work independently on any workplace criteria that has not been signed off by a supervising EDM unless under direct supervision.

What is an Elevating Device Mechanic (EDM)?
An individual who holds a license, of a class established by TSASK Information Paper IP-ELE-2022-01, as a licensed elevating device mechanic. The EDM is responsible for constructing, installing, altering, repairing, test-ing and maintaining all regulated elevating devices per the legislation and the relevant codes and standards adopted in Saskatchewan.
What is a Mechanic-in-Training (MIT)?
An EDM’s apprentice. They shall always work under the supervision of an EDM while gaining experience and competence towards becoming a certified EDM themselves.
What is a Skills Passport?
- Outlines, in practical terms, the different achievement criteria required within each area of competency
- Mirrors your capabilities and experience in Technical Safety Authority of Saskatchewan database
- A means of verifying your competence to work on specific elevating devices or elevating systems
- Provides evidence of your ability to work unsupervised in a particular area of the elevating industry
- Serves as a guideline for your employer to identify areas for additional training

How to Becoming an EDM?
A person who is registered as an MIT must gain their qualifying experience to become an EDM within the following timeframes:
- Seven (7) years to complete the necessary 8,000 hours towards an EDM-A certification.
- Five (5) years to complete the necessary 4,000 hours towards an EDM-B certification.
- Six (6) years to complete the necessary 6,000 hours towards an EDM-C certification.

For EDMs It’s ideal to submit your Skills Passport with your certification renewal. This way, the renewed documents will reflect your most recently achieved scope of work endorsements. Documents can be sent to elevatorsafety@tsask.ca.

What is the certified Elevating Devices Mechanics responsible for?
- Observing the Skills Passport holder carry out specific achievement criteria

Who is the Designated Signing Officer?
Is a person who acts on behalf of the licensed contractor to verify that the Skills Passport holder has successfully completed the required criteria, in order to be signed off on a particular type of elevating device. The licensed contractor is the Skills Passport holder’s employer who ensures that:
- Employees are trained and are competent in the work they are assigned to
- Employees work within the scope of their Skills Passport
- Employees work under the appropriate level of supervision by a certified elevator mechanic when completing achievement criteria
Technical Safety Authority of Saskatchewan is responsible for:
- Administering the Elevating Devices Mechanic Certification program
- Examining candidates for certification as an Elevating Devices Mechanic
- Certifying an Elevating Devices Mechanic to be eligible to work in the Province of Saskatchewan
- Taking appropriate enforcement action as required
Skills Passport is kept up to date by:
- Obtaining sign-off from an Elevating Devices Mechanic who already holds the scope for, and has witnessed you perform the task(s), as described in Section 9 (Class A): Workplace Achievement Criterion, on your Skills Passport
- Obtaining sign-off from your designated signing officer in Section 8: Verification of Experience by Type of Elevating Device, on your Skills Passport
- Submitting the following paperwork to be completed by your designated signing officer
Note: there is no requirement to submit a physical copy (pdf is required) of your Skills Passport to Technical Safety Authority of Saskatchewan. However, you may be requested to show a copy for verification purposes at any time.

Supervising Elevating Device Mechanic
The role of the Supervising EDM is to observe and verify an individual conducting the Workplace Achievement Criteria outlined in the Skills Passport.
The Supervising EDM has the responsibility and obligation to ensure the skill has been adequately performed and demonstrated and to sign off the Skills Passport for work criteria completed.
Designated Signing Officer
The DSO is a person who acts on behalf of the Licensed Contractor to verify that the passport holder has successfully completed the required:
Workplace Achievement Criteria have been signed off by a licensed supervising EDM
- Self-Declaration Form – As per TSASK Informational Bulletin SKILLS PASS-PORT. Previously Licensed EDM Class A, B, C Workplace Achievement Criteria (to be completed by the passport holder):
MIT’S Shall have Supervising Mechanics sign off on achievement criteria, as they are not eligible to complete the required self-declaration form.
- Sign all competencies off in your passport as per the self-declaration form – for each competency in your passport, starting on page 19 in Section 9 for Class A.
- Note: some competencies require multiple signoffs and may include additional types. Indicate the type signed off on where required.
Your Renewal Application Requirements
- An application for renewal must include proof that the applicant has completed the continuing education requirements outlined in section 8. Continuing Education Requirements established by TSASK Information Paper IP-ELE-2022-01.
- Proof of completion of continuing education must be submitted to TSASK.
- Proof of completion must be submitted in the format set out by TSASK and must be issued by a recognized training provider.
- Only certificates from recognized training providers will be accepted as proof of completion of the continuing education requirements.
- Training received from non-recognized training providers will not be accepted.

What material will TSASK accept as Continuing Education?
All classes of Elevating Device Mechanics (EDMs A, B & C) must complete the continuing education requirements described as a condition of the renewal of their certificate.
For the continuing education requirements, 1.5 days (12 hours) must be completed.
The 1.5 days (12 hours) should be equally divided between Part 1 and Part 2 topics which include:
Part 1:
- Safe work practices and related topics that may include product-specific safety applications or procedures.
- The Act, Regulations, applicable codes, TSASK bulletins, related topics; and
Part 2:
- Technical training related to the elevator industry may include cross discipline training involving curriculum that may impact the elevator trade.
- Continuing education shall only be accepted if the training was delivered by persons or organizations recognized as a training provider for Saskatchewan.
