Design Registration

Design Registration ensures that pressure equipment designs are in compliance with The Boiler and Pressure Vessel Act, Regulations, and relevant codes and standards.

Owners, users, agents, manufacturers, and contractors of pressure equipment used in the province of Saskatchewan are responsible for registering their equipment designs with TSASK. Before any pressure equipment is registered, its design is subject to an engineering review.

The owner of the design has responsibility for its correctness, the registration of a design does not relieve any person who constructs, installs, alters, or repairs pressure equipment of liability with respect to that design. All design applications must be submitted through the Design Submission Portal.

Power Engineer Scope of Authority

The Technical Safety Authority of Saskatchewan (TSASK) is responsible for the examination, certification and licensing of all Power Engineers and Boiler Operators in the province of Saskatchewan.

In addition to offering SOPEEC exams, TSASK ensures that all requirements as per the Boiler and Pressure Vessel Regulations are met in order for an individual to obtain proper certification and licensing to safely operate as a Power Engineer or Boiler Operator.

Yes, design registration is required for rerates. The following must be submitted to the TSASK Design Portal:

Pressure vessels

  • The Manufacturer’s Data Report (MDR (U-1A)
  • TSK-1009 Repair/Alteration Report
  • Non-destructive examination results (UT preferable) to establish the vessels condition
  • ASME code calculations verifying that the vessel, in its present condition, is suitable for its intended service

Piping systems

If the original hydro test is not adequate for the new conditions, a pressure test will be required. The same applies to the derating of vessels and piping systems.

To help ensure the proper application of your payment, please include the bottom portion (or copy) of the first page of your invoice. You can also include the equipment inventory list if you have indicated any changes in ownership, location, or status. If you are submitting payment online, there is an upload function to attach a scanned copy of your invoice.

The current licence for your equipment expires on June 30th; as of July 1st, you will be operating without a valid licence. Send payment as soon as possible.

Your payment will be applied to the overdue fees before the current fees. If you do not pay the entire balance, we are unable to issue a current licence to operate your equipment.

Please be advised that should you choose to continue operating your equipment without paying all outstanding licensing fees, the equipment is considered to be non-compliant, which may result in additional fines/penalties.

To work as a Pressure Welder in Saskatchewan, you must have a valid Saskatchewan welder’s licence issued by TSASK. Your licence will indicate the pressure welding you are allowed to perform. You may need to have more than one licence, depending on the type of welding you want to do.

If you have a valid Pressure Welder’s licence from outside of Saskatchewan, you can apply for an out of province welder’s licence transfer. It must have an expiry date that is at least 3 months later than the date of application for out of province transfer; otherwise, you can only be issued a valid welder’s licence by successfully completing a pressure weld test.

If you have never had a Pressure Welder’s ticket, you will be required to complete an initial 6” weld test as your first weld test.

Pressure weld testing is available in Regina and Saskatoon every week – alternating between Wednesday and Thursday depending which facility is scheduled for that week. Clients can refer to the weld test schedule for clarification. Welding tests must be booked in advance by submitting an application form and fee before the cut off date.

Weld testing can be done at a client’s welding facility on a request service basis for any process with a registered WPS. Additional fees will apply.

We are unable to invoice for weld test payments or out of province licences. Your organization can submit the payment directly to us with your application or you can submit the fee yourself and ask them to reimburse you.

Your SK ID number is a unique number we assign to you to help us manage your information. SK ID numbers are only assigned to Pressure Welders in Saskatchewan. You can find your number on any of the newer typed Welder’s Licenses. You will not have a number if you have never had one of the typed weld tickets.

If you do not have a number, or are unsure what your number is, you can leave that section of your form blank.

If your Saskatchewan welder’s licence has expired, you are no longer able to do any welding that would require that weld ticket. There is no grace period or extension of your expiry date.

If you want to perform work that requires that weld ticket, you will need to obtain a new valid welder’s licence by successfully completing the weld test again. You are not required to re-perform an initial 6” weld test before re-testing for an expired licence, regardless of how long ago it expired.

If one of your welder’s licenses expires, it has no effect on any other valid Saskatchewan welder’s licenses that you have. You may continue to perform work using any other valid Saskatchewan welder’s licenses that you have.

To get a copy of your welder’s licence, complete the Application for Duplicate Welder’s Licence form and submit it along with the applicable fee.

If your licence expires and you are still working, you are operating illegally. Any steam time obtained while your licence is not valid, and will NOT count towards your next level of certification.

No. However, please keep in mind that there is a chance you may have to rewrite your exams for that specific class if you let your licence expire for more than 5 years.

Once you have passed all of your exams for the current level of certification, you will need to submit your qualifications in order to receive your certificate.

Once you have submitted all of your requirements, it takes up to 30 business days for it to be reviewed and for your certificate mailed out. This is done on a first come, first serve basis. Please make sure that we have your current address on file to avoid delays.

Each person is required to submit their steam time (filled out and signed by their Chief) as well as any educational documents (course/lab completion), with the exception of some colleges submitting it on behalf of their students, in order for it to be reviewed and approved for certificate of qualifications.

The definition of a “Graduate Engineer” is an engineer who has graduated with a degree in mechanical engineering or a university degree that is recognized by the Chief Inspector as equivalent to a degree in mechanical engineering.

As per the Boiler and Pressure Vessel Regulations 116(1)(g) a Graduate Engineer is able to obtain 4th class certification upon passing both 4A and 4B exams and having completed steam time.

For 3rd class through 1st class, you will receive a reduction in steam time required for certification. Please review the Power Engineering Examination Requirements for more information.

Due to the limited number of seats available in an exam sitting, once you are booked in for an exam you are unable to move to a different sitting.

Please note that all exam applications are NON-REFUNDABLE.

The cut-off date for exams is ALWAYS 14 calendar days before the scheduled exam date.

Once you have passed all of your exams for the current level of certification, you will need to submit your qualifications in order to receive your certificate (if required as per The Boiler and Pressure Regulations).

When you have written and passed the PEI Administration exam, an email will be sent to you with the link to purchase your licence as well as a request to submit all supporting documentation required for the class of licence you are wishing to obtain.

You will receive an email confirmation detailing the date, time and location in which you were booked to write the exam you have applied for. This confirmation will also include the exam in which you are booked in to write.

No. Even though you may have passed all of the exams in your current level of certification, you must have also met the requirements in order to receive the certificate. You cannot apply to write any exam of a higher class without having the lower level certification.

Feedback is currently provided on all exams except Oilfield Boiler Operator, Refrigeration Plant Operators and PEI Admin exams. The feedback will be emailed to a candidate, along with their exam marks, within 7 business days from the date of the exam.

Please note that there will not be feedback provided on 1st or 2nd class Power Engineer written exams if the candidate passes.

Before an inspection interval can be increased, a Risk Based Inspection (RBI) program must first be implemented. Upon successful implementation of an RBI program, an application to the Chief Inspector of TSASK can be made for increased inspection intervals.

No, if the required reports are not received at regular intervals not exceeding one year, an audit for the purpose of obtaining inspection information will be scheduled and performed at the QMS holder’s expense.

  • Boilers & Pressure Vessels

Yes, after a favourable acceptance inspection by a Licensed Pressure Equipment Inspector, the equipment can be started and operated without delay. This applies only if you are a registered QMS company. The TSASK Inspector will perform the acceptance inspection within 3 months to verify the installation. Additional fees will be charged for the inspector’s time and travel.

  • When a Guarded Plant application is made for the first time, a TSASK inspector must witness the testing of all controls by a third party company.
  • The audit of a Guarded Plant performed by a TSASK inspector is subject to invoicing. A minimum of 2 hours will be charged to the owner, plus all reasonable travel, meal, and accommodation expenses.
  • Upon approval of the Guarded Plant application, the owner will be issued a Certificate of Registration/Guarded Plant Licence.

The boiler room of a Guarded Plant should be a restricted area, accessible to authorized personnel only.

  • Boilers & Pressure Vessels

Yes, please include the following when you submit your application and payment:

  1. List of Operator Duties: include the job description of the Boiler Operator, and a list of all duties performed before leaving, while away from, and after returning to the boiler room (including time frames). These duties of the Power Engineer, while they are away from the boiler room, must be upholding to the safe operation of the plant and the duties shall be acceptable to the TSASK inspector.
  2. Alarm Response Time: this will be checked during the audit to give the inspector an idea of how long it will take the operator to receive the alarm notification, return to the boiler room, and correct the issue. A reasonable time for returning to the boiler room is 10 minutes for plants operating under continuous supervision. For plants operating under periodic supervision or general supervision, operators who are away from the boiler room can respond to alarms in a timeframe acceptable to the TSASK inspector for the type of boiler plant that they operate.

To help ensure the safe operation of boilers under reduced supervision, TSASK requires that boiler control testing is performed at least once a year by a Third Party Auditor. Upon completion of this audit, the Guarded Plant owner must provide TSASK with a copy of the report.

Provided you supply TSASK with the ABSA internal inspection report and the Certificate of Inspection every year when you renew your Saskatchewan licence to operate, there will be no problem moving the boiler back and forth between the provinces. Please refer to clause 5.1.3 in Information Paper IP-2016-10-02 Additional Information and Requirements for Oilfield Boilers for more information.

In order to use the oilfield boiler again in Saskatchewan, you will need to submit the following to TSASK:

Once TSASK receives all of the information above, your licence to operate will be processed. Please refer to Clause 5.1.3 in Information Paper IP-2016-10-02 Additional Information and Requirements for Oilfield Boilers for more information.

The owner is responsible to determine if their equipment meets the criteria for portable equipment status. TSASK defines portable equipment as pressure equipment that may be moved to new locations multiple times per year. If your equipment qualifies, then you may apply for portable status.

Remember that each piece of equipment must have a current licence to operate. Multiple pieces of equipment on a truck, trailer or skid are each deemed to be portable. That is, if a skid has 6 pressure vessels, then the owner must apply for all 6 to have portable status.

  • Boilers & Pressure Vessels

No. The owner is responsible for determining if the equipment meets the criteria for portable status. TSASK Inspectors may suggest and, sometimes require, that an owner apply for portable equipment status. Finally, the only person who may approve portable equipment status is the Chief Inspector.

  • Boilers & Pressure Vessels

If the equipment is intended to be moved around and may move multiple times in a year, then you likely should request portable status. Ultimately, TSASK will not be tracking the number of moves a piece of equipment makes in a year. If it does not move in a year, you will not lose the portable status. However, if you do not have portable status, each time you move the equipment, a TSASK Inspector will be required to inspect the installation at the new location.

TSASK may suspend or cancel the portable status if you, the owner, cannot locate the equipment when TSASK requests a location either for the regular TSASK inspection or for inventory reconciliation, etc. Owners shall know at all times where the portable equipment is located or risk having the status suspended or cancelled.

Any weld procedures registered under the previous name will need to resubmit and complete the application for registration of the weld procedure or revision.

You do not have to renew your Welding Procedure unless your company is going through a name change.

To revise your Welding Procedure, complete the Application for Registration of Weld Procedure or Revision form.

Yes, Saskatchewan has an option for owners of pressure equipment to register a data report in lieu of obtaining a Canadian Registration Number (CRN) for Saskatchewan. Please refer to the Alternative to CRN Registrations section for the full process.

The nameplate must meet the requirements of the applicable ASME Code and/or CSA B51. A CRN will not be issued by TSASK when the alternative to CRN registration process is followed. Therefore, a ‘3’ will not be added to the suffix of the CRN issued by another province nor will the CRN that is stamped on the nameplate contain the ‘3’ for Saskatchewan.

TSASK tracks these vessels by issuing a unique Saskatchewan ‘SK’ number which is recorded at TSASK and is added to the unit by the local TSASK Inspector. Owners who register the data report should contact the local TSASK Inspector to make arrangements for the stamping of the registration number.

Standard Category A, B, C or G fittings as set out in the CSA B51 code that comply with the specifications and standards listed in:

  • Table 126.1 of ASME B31.1-2016
  • Table 326.1 of ASME B31.3-2016
  • Table 526.1 of ASME B31.5-2016
  • Pressure relieve devices that comply with ASME/NBBI code

Certified capacity-rated pressure relief devices listed as Category G fitting in CSA B51-14 Table 1, do not require registration in Saskatchewan.

Yes, this would be considered a “reciprocal registration”. Design review time is considerably less than a regular review.

If the design survey engineer has any questions or concerns regarding your submission, they will respond by the ‘date expected’. However, a CRN is not guaranteed by then.

If there are no issues with your design submission, you will receive a CRN by the ‘date expected’.

You can obtain a copy of a CRN registration letter by completing the Request for CRN Registration Letter form. This administrative service is subject to an hourly fee.

For ASME B31.3 piping, the Authorized Inspector is deemed the owner/client inspector. As such, they should sign as the owner’s inspector.

Some owners have requirements for piping that are more stringent than the minimum code requirements. When not in conflict with code requirements, the owner’s requirements need to be followed.

TSASK requires that an applicant obtain registration prior to starting construction. Please refer to CSA B51-19 Code Clause 4.1.1.

An expedited fee is charged when your review is completed within the stipulated working days. Having the review completed does not mean the registration has been issued. When there are clarifications and/or modifications to the design required, additional working days may apply.

TSASK does not guarantee the registration is completed in the expedited time frame – just the review.
