Overview
To apply for this licence you must complete an Application for a Contractor’s Licence and submit it along with the required fee to the Authority. The licence is issued and coincides with the Quality Control Program Certificate of Registration expiration date and is only valid up to a maximum of 3 years. The following is intended to help explain the requirements.
As per the Boiler and Pressure Vessel Regulations B-5.1 REG 2
Section 26(1)
No person shall engage in the business of constructing, installing, altering or repairing boilers, pressure vessels, fitting, pressure piping systems or refrigeration plants unless the person holds a valid contractor’s licence.
Requirements for a registered Quality Control Program – Section 22(1)
A person who intends to construct, install, alter or repair a boiler, pressure vessel, fitting or pressure piping system:
- must develop and implement a written quality control program manual that is appropriate for the scope of the work to be carried out and meets the requirements of any applicable code or standard;
- must not commence the construction installation, alteration or repair unless the quality program manual is registered pursuant to section 23; and
- must carry out the construction installation, alteration or repair in accordance with the registered quality control program manual.
Alternatives to a registered Quality Control Program – Section 22(2)
Subsection(1) does not apply to a person who holds a valid contractor’s licence issued pursuant to The Gas Licensing Act with respect to the installation of low pressure boilers with thermal inputs that are within the limits of authority conferred by the licence issued to that person.
Please note a Gas Contractor’s Licence issued as per Section 22(2) means they will be unable to perform any work outside the scope of low pressure boiler applications, associated equipment (expansion tank) and non-registered piping (ASME B31.9)
Exemptions from this can be found in Section 3 of both the Act and Regulations. Some these exemptions are as follows but are not limited to:
- low pressure boilers installed in a private residence designed to accommodate not more then three families
- low pressure boilers with a wetted heating surface of 3m2 or less
- high pressure boilers with a wetted heating surface of 2m2 or less
- pressure vessels that are used for the storage of hot water and have an internal diameter of 610mm or less
Permit to install, alter or repair
Section 3-A contractor shall:
- report any work of installation, alteration or repair of a boiler, pressure vessel or refrigeration plant
- to the department on an installation permit form found at www.tsask.ca; and submit the appropriate fee.
Owner’s licence to operate – boiler, etc., in service
Section 34(1) An owner who intends to put into service a new boiler, pressure vessel or refrigeration plant or a boiler, pressure vessel or refrigeration plant that is installed but not currently in service must apply to the chief inspector in accordance with this section for a licence authorizing the operation of the boiler, pressure vessel or refrigeration plant.
