Overview
TSASK is issuing an interpretation to the following sub-clause of The Boiler and Pressure Vessel Regulations, 2017, to provide clarity on what buildings form part of an anhydrous ammonia storage and distribution plant.
Part 12 Anhydrous Ammonia Storage and Distribution Plants
Location of storage vessels
158(5) A storage vessel or a combination of storage vessels, must be located at least 500 metres away from a building, other than a building that forms part of an anhydrous ammonia storage and distribution plant.
A building will be considered a part of an anhydrous ammonia storage and distribution plant if it directly supports the sale and/or transfer of anhydrous ammonia.
Additionally, A building will be considered a part of an anhydrous ammonia storage and distribution plant if the following conditions are met:

The building is within the direct control of the owner/operator of the anhydrous ammonia storage and distribution plant site;

The owner/operator has both physical and administrative controls in place to manage human occupancy; and

The site shall have and maintain a Compliance Certificate issued under Fertilizer Canada’s Anhydrous Ammonia Code of Practice.
