Power-Type Manlift Category Safety Test Directive (January 2023)

In recent years, TSASK has observed an increase in manlift component failures.

These failures and resulting damage may be due to several factors, including delayed or reduced maintenance and extended timeframes for specific safety component testing.

TSASK is issuing this safety directive to all owners of power-type manlifts to clarify safety test requirements for consistent application by owners, contractors, and inspectors.

The owner shall ensure the following:

• that in additional to regular maintenance, Category 1 and Category 5 Safety Tests are performed at the respective 1 and 5-year intervals;
• that Category 1 and Category 5 Safety Tests follow the applicable sections of ASME A17.1- 2013/CSA B44-13, Safety Code for Elevators and Escalators Section 8.6 in the conduct and evaluation of tests;
• that the completion of and results of these tests be recorded within the required equipment record or log maintained and posted within the machine room; and
• that the completion of and results of these tests be submitted to TSASK.

Power-type manlift category safety tests

Category Safety Tests are an important part of a preventative maintenance program for all elevators including power-type manlifts. TSASK has mandated category safety tests on power-type manlifts for over a decade through inspector orders issued at the time of inspection.

In addition to regularly scheduled maintenance performed on power-type manlifts, Category 1 Safety Tests shall be completed annually and Category 5 Safety Tests shall be completed every 5 years. Owners should not consider these tests within the scope of their regular preventative maintenance activities to the extent that they delay normal maintenance activities but as additional.

While the CAN/CSA B311-02 (R2012) Safety Code for Manlifts does not adequately describe the test requirements, the ASME A17.1-2013/CSA B44-13, Safety Code for Elevators and Escalators provides clarity and direction to conduct the safety tests and shall be used. Category 1 and Category 5 Safety Test checklists have been included with the applicable ASME A17.1/CSA B44 code clause references. Note that the required component safety tests may be completed individually over a period of scheduled visits but all tests shall be completed within the calendar year.

The completed Category Safety Test Checklists shall be submitted to elevatorsafety@tsask.ca upon completion of the final component test, but no later than December 31.

Maintenance and inspection records

Every owner of an elevating device and every contractor shall maintain a record or log (commonly in the form of a log book) for each elevating device that they own or maintain. The record or log shall contain up-to-date data and entries on all maintenance and inspection activities. The record or log shall be available at the location of the elevating device to an inspector, maintenance mechanic, and other persons designated by the owner. The record or log shall be kept for at least five years from the date of the last entry.

Category 1 Safety Tests Checklist

Tests shall be completed within the same calendar year before December 31 for the Category 1 Safety Tests. Records of the completed tests shall be submitted to elevatorsafety@tsask.ca on or before December 31 of the same calendar year.

Category 5 Safety Tests Checklist

Tests shall be completed within the same calendar year before December 31 for the Category 5 Safety Tests. Records of the completed tests shall be submitted to elevatorsafety@tsask.ca on or before December 31 of the same calendar year every 5 years.
